Based on your feedback, you are experiencing your computer asking you to set it up for work or school!
This is because your computer may recognize your network as belonging to a school or work account.
You can try changing your network
You can use a cell phone hotspot to see if you have this problem.
If that doesn't work, you can try the following:
In Window 11, press Shift + F10 and type OOBEBYPASSNRO.cmd.
If the file is not there, in RUN then type regedit to open the registry and expand it as follows
ComputerHKEY_LOCAL_MACHINESOFT/WARE/Microsoft/Windows/CurrentVersionOOBE

Create a new DWORD (32-bit) value called BypassNRO and set it to 1.
Exit the registry, enter logoff, and install without restarting the computer, skipping the networking prompts.
There is no need to type shutdown /r /t 0 as in the other article, executing shutdown /r /t 0 will reboot the computer immediately.
