Everytime when i I turn on the computer, I always enter Ctrl-Shift-Esc, to open task manager, but now, two days ago and still opens a dialog "Do you want to allow this app to make changes to your device?" should i be concerned or it's nothing serious ?

This is a security feature. It is designed basically to prevent from unauthorized changes so you do not have to be serious about that. Please update Windows also.
