In short, for VS 2019 Professional v16.8.3 and VS 2019 Enterprise v16.8.3, download from here: Release Dates and Build numbers. For VS 2019 Community, v16.8.3 is not available and you can only download and install a latest edition from here: Download VS 2019.

Visual Studio 2019 has three main editions – Community, Professional and Enterprise.

Currently, the latest version of VS 2019 is 16.9.5(May 11, 2021), and it is available to be downloaded from here: Download VS 2019.

I noticed that you want a previous version of VS 2019, only previous Professional and Enterprise editions support to be downloaded, so for Visual Studio 2019 Professional(16.8.3) and Visual Studio 2019 Enterprise(16.8.3) editions, you can download here: Release Dates and Build numbers. And for Visual Studio 2019 Community edition, you can only download and install a latest edition.
