Please click on Start > Type Services and hit enter > Scroll down to Windows Installer and double click on it > Start the service.

We are having this exact problem with the windows 11 new laptops (they come pre-installed with it), we have resorted to do clean install which gives no issues. But it's a long process solution. Would be helpful if there could be a solution.
