Set up log file - setupact.log
The BCDEDIT command outputs : The boot configuration data store could not be opened.
The requested system device cannot be found.

I have tried many fixes including sfc /scannow, troubleshooter, restarting etc.
When running SetupDiag, it gave this error:
Error: SetupDiag reports abrupt down-level failure.
Last Operation:

I believe this is the issue, however, I am unsure of how to solve this.

Note: The "C:$WINDOWS.~BT" folder is a hidden folder. To access the folder, press Win + R, type "C:$WINDOWS.~BT" and click OK.

I don't believe the issue was present during the last update, and resetting the windows update service didn't change much since I still got the same error. I wasn't able to change the catrool2 folder name due to "access denied" even though I have all the administrator privileges.
I also tried to update it manually, however it said the same thing with the update failing and reverting system changes.
The in-place upgrade downloaded but then stopped with message "Sorry, we're having trouble determining if your PC can run Windows 10", even though I am already on windows 10.
When checking for updates after a failed install it gives the error 0x800f0922, and if trying to download windows 11, for example, it continuously gives the error code 0x80070003.
I also checked the windows update error log which it said this:

In your description, you were unable to perform the update and also encountered error code 0x80070003.
I note that you have tried a number of methods such as performing an sfc scan, troubleshooting, etc. Thank you for your efforts in trying to resolve this issue, your efforts deserve to be recognized. I do understand the frustration of not being able to do an update at the moment.
Can I ask you if this issue was present during the last update?
In the meantime, please make a backup of your data to prevent data loss due to later operations.
Please refer to the following steps to reset the Windows Update service.
1 Search for “Command Prompt” in the taskbar, then right-click and select Run as administrator.
2 In the Command Prompt page, type the following line by line, and then press Enter every time you type a line.
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
ren C:\Windows\System32\catroot2 catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
