Hello! I'm Manoel Barros, a Microsoft user just like you! I will do my best to help you.
If this happens in all applications, it may be that your Windows DLL library is damaged or missing a lot of resources. Sometimes problems like this can happen after installing applications or updating them, or even changing some advanced system settings.
First, try repairing the system.
- Type "'Command Prompt" in the Search Bar > Right-click on the app > Select '''Run as administrator''.
- Now let's type the following commands.
ATTENTION: Type the entire command on the first line > Press ENTER > Wait for the command to complete > Execute the next command in the list.
DISM /Online /Cleanup-image /Restorehealth
sfc /scannow
echo S | chkdsk c: /f /x /r
- When finished, turn off your computer properly and turn it on again.

If the problem persists, try restoring your computer to a restore point prior to the problem.
- Press WINDOWS + R > Type "sysdm.cpl" > Click on the "System Protection" tab > System Restore.
NOTE: As a precaution, back up your important files to the Cloud or External HD.
- When the restore window loads, go ahead > Select the Point that has the date prior to the problem > Go ahead and restore to that point.
I look forward to your feedback on the issue! If your problem is solved, please review the topic so I can help other users with this issue.
