This is not the first time I have noticed flickering shortcuts on the desktop. Drivers are updated, Windows too. it flickers even if there were no actions

I'm Christine, I'll be happy to assist you. I can see here that the shortcut icons on your desktop are blinking. No worries, I'll do my best to help you.
May I know when did the issue start? Is there any changes made before you got this issue?
Please check and follow the steps below:
- Let's try to refresh the explorer.exe
On Windows 11:
Right click on start menu and choose Task Manager
Click Details Tab and end the task of explorer.exe
Then click Run New Task and type explorer.exe and hit enter
Please check if the issue persists.
- Update or Rollback the Display driver
Please press the Windows key + X
Then click Device manager
Kindly expand the Display Adapters
Right click and choose "Update Driver"
Select "Search automatically for drivers"
If the issue persists Choose "Browse my computer for driver" instead
and click " Let me pick from a list of available drivers on my computer"
Choose the older version.
Please restart and check if the issue persists.
