The file you downloaded seems to be a PUA/PUP, as reported by the Malwarebytes engine.

That's why Microsoft Defender SmartScreen has blocked it. If you still need the file, choose to keep it by tapping … in the downloads flyout, choosing Keep, and then choosing Keep anyway in the dialog that appears.

You can add a file, folder, file type, or process to Microsoft Defender exclusions. However, you cannot add a website because Defender doesn't scan websites.
If Defender is blocking downloads, please post a screenshot of the dialog and the source URL. You may also check VirusTotal.com to see if the URL you're using to download the file is safe.
