Today, when I opened a newly downloaded photo, the same error appeared, then I tried opening some older photos with the same error. I have also tried a few ways but the problem has not been resolved.

Kindly follow these steps and reset the Photos app.
Open Settings
Go to Apps
Find Photos app (You can scroll down or use the search box)
Click on the 3 dots and choose Advanced Options
First, try the Repair option, and if it doesn't work, click on Reset.
