Hello joe Ahmad and welcome to the Microsoft Community!

According to your feedback, you are experiencing an issue where your old cellular device continues to reappear after resetting your phone's linked apps.

If you don't have your old linked device anymore

Then you can use the feedback section in the cellular connection to

Feedback in which you can report your problem.

The relevant team will regularly review the issue and fix it.

If you have an old phone, you can check if the problem can be solved by

Complete the disconnect steps on your computer On your computer, open your browser

Go to https://account.microsoft.com/devices/android-ios,Then sign in with your Microsoft account.

A list of all connected devices will be displayed. Select Unlink for each device.

Go back to Phone Connect on your computer and close and reopen the application to apply the unlinking changes.

    Your device is now unlinked.

You can continue to use any other linked device with Cellular Connection.

If you wish to use an unlinked device with cellular connectivity again in the future, you will need to relink the device again.
