Taskbar keeps loading and not responding continuously

So I got this problem a few days ago: whenever I open up a few programs( as for example, it's usually discord, browser and maybe a something like), I run into issue of trying to open some program from the taskbar or settings(WiFi, sound, time etc.), the taskbar becomes unresponsive, apps do not open or switch to already opened, languages do not switch with Win+Space keys, sound doesn't increase/decrase when clicking on F2 and F3(oppositely to when it usually works), the loading blue circle keeps on and nothings happens after. Neither waiting nor restarting windows explorer process in task manager (by entering with ctrl+shift+esc) doesn't help, because even after 3-4 times of doing so, it doesn't always become back responsive. Reloading the laptop helps, but tye problem comes after some time of work. Could this be a Windows issue, or some other issue like a physical malfunction or even malware?

    There is a possibility that it is a system issue or a corrupted file/system. To isolate the problem, can you perform and answer some questions below?

    Does this happen after any changes on your PC?

    Can you disable your third-party anti-virus app, if any, and see if the problem persists?

    Can you check if your windows and driver are updated? There is a possibility that you had this issue due to the system and drivers are not updated.

    Start > Settings > Update & Security > Windows Update, and then select Check for updates.

    For drivers, please check your PC, Laptop, or BIOS manufacturer to see if your current driver is compatible with your current system.

    Have you tried restarting your Windows Explorer? Restarting Windows Explorer helps resolve your issues.

    Press Shift+Ctrl+Esc to open the task manager, then scroll down the list to Windows Processes. Find the Windows Explorer, right-click on it, and hit restart.

    In the meantime, please try the solutions below. If the first steps do not work, proceed to the next step.

    1.) Perform sfc and run the DISM command to check, scan, and restore the health of the system files by following the steps below.

    *On powershell (admin), enter each command below:

    Dism /Online /Cleanup-Image /CheckHealth

    Dism /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    sfc /scannow

    After all has been processed, Restart your device

    2.) Please perform a clean boot.
