I have a basic windows firewall configuration question. I want to block all outgoing ip connections to a specific external port, but then allow one specific external ip to be reachable on that port

Folks, I have a windows firewall configuration question. I want to. block all outgoing connections to a specific port for all ips/interfaces. but then allow one specific external ip range to be reachable on that port. I tried setting a block all outgoing firewall rule ,and then created an allow one ip to be reachable. This did not work. I am reading that windows firewall prefers block over allow, per documentation. How are other achieving this on windows?
