I am not sure what steps they provided you, but they probably gave you all the troubleshooting steps before asking you to reset Windows.
Resetting Windows may fix the issue but before that, I would like to uninstall and reinstall the graphics card driver. In rare cases, graphics card drivers could create conflicts with touchscreen drivers, especially if there are shared components or the drivers come from the same manufacturer.
Therefore, uninstall the graphics card driver completely using the DDU free tool:

Then, install the latest driver provided on the manufacturer's website.
If it does not fix the issue, you can Reset Windows.
