That just indicates the graph showing that processor is paused
Click the gear icon at the bottom left of Task Manager to open its settings and set Realtime Update Speed to Normal.

In task manager, in performance, in the cpu view section, I see "cpu1- pause" may I ask, what feature is that? What effect does it have? and can it be turned on? thank you.
