Please run :
sfc /scannow
It restores some of the default shortcuts.
Or, create a new user account and log in to that account once.

Copy the shortcuts from:
C:\Users[user account 2]\AppData\Roaming\Microsoft\Windows\Start Menu\Programs
to your current user account profile:
C:\Users[your account]\AppData\Roaming\Microsoft\Windows\Start Menu\Programs
