Screen flickering at startup but fixed after restart every time

Hi, I'm having an issue with my Windows 11 laptop where after startup my screen flickers usually with the movement of the cursor. When I restart this issue is fixed. But the problem is that this happens every time I start my laptop after a shutdown. And every time the issue is fixed after a restart.
