I got multiple errors in my windows!

I got multiple errors in my windows! i cant search on windows bar, I cant defrag my drives, the icon on desktop wont save their location after restart the device, CMD is using 2GB of my ram every time i start up my laptop, and for some reason my recovery media is missing so i cant reset or return to my old restoration point.. Can someone help me with this? i tried everything from accessing the services, use the RestoreHealth command on cmd and nothing works. i cant even format my device as it says missing recovery media...
