It is happening in alot of Windows 11 from my company.
I've seen many other post, but haven't found any solution yet, any comment are welcome.
Tried DISM commands, didnt fix it
Only formatting fix it

This happens if the DLLs are corrupted. They show as 0-byte files. Not sure why this happens, but have seen this issue on many non-English Windows 11 systems.
Please try the accepted answer in the following thread to fix the issue.
