Hello,
When I move the mouse cursor on startup, the screen keeps flickering until I restart my computer manually, and the problem disappears. I was able to find a similar post (https://answers.microsoft.com/en-us/windows/forum/all/screen-flickering-when-moving-cursor/ba85972b-fc1f-4b38-aef5-e99a48cd3d5c) on this issue, but the attempted solutions (reinstalling mouse drivers, troubleshooting, etc.) don't seem to work. I did put my computer on Safe mode and the problem does go away then, so I assume it's a driver issue but I am unsure which driver is causing the issue. HI my name is Tamir, I'm a PC user like you, my initial assessment will be that is possible that driver you are mentioning that might be the problem is the display drivers. Recommendations is to do a Full Driver update from the manufacture website, you can use a program called driver booster as well but best to go straight to the source. See if the manufacture has any driver packages and then see if the issue fix
