    Please run this REG file:

    https://1drv.ms/u/s!AjVYLGw0OBWU1WpnKNXpFRTHgXc...

    Download and run it. Click Yes to confirm.

    It enables the policies using the registry. Here are the contents of the file.

    Windows Registry Editor Version 5.00

    [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WTDS\Components]
    "ServiceEnabled"=dword:00000001
    "NotifyUnsafeApp"=dword:00000001
    "NotifyPasswordReuse"=dword:00000001
    "NotifyMalicious"=dword:00000001
    "CaptureThreatWindow"=dword:00000001

    After applying it, restart Windows and see if the Phishing Protection settings stick.

    Hi Soumyadeep,

    If you're using Windows 11 Pro or higher, as a workaround, you can enable the Phishing Protection options via group policy editor so that it can't be turned off.

    If using Pro or higher, open "gpedit.msc" and go to the following branch:

    Computer Configuration > Administrative Templates > Windows Components > Windows Defender SmartScreen > Enhanced Phishing Protection

    In the right pane, enable the required options there. Set them to "Enabled".

    Restart Windows.

    Hi Soumyadeep, This is Ramesh.

    Can you reproduce the issue at every boot, or does it happen randomly or as a one-off incident?

    Do you use any third-party security software?

    Let me know.
