Based on the original description, the device seems to be experiencing issues related to the Bluetooth module.
Such issues can often be related to compatibility conflicts or the version of the Bluetooth driver.
While both support Bluetooth 4.0 at the protocol level, the quality of the internal materials or the circuit construction hardware itself may cause some unanticipated subtle electric field/current issues that can lead to macro-level audio experience problems.
If possible, you could try performing a clean install of the Bluetooth drivers and testing some different versions (for example, so-called outdated) of the drivers.

You may need to redirect several times on the support page of your HP product to find the corresponding older version of the driver.
Sometimes, a generic type of driver may be provided for a device.

If this problem is prevalent with different versions of drivers, unfortunately, the new adapter itself may have compatibility-level issues with the particular current HP device.
If possible, you can try contacting a professional computer support store to assist you with more complex hardware cross-testing, or you may need to consider replacing it with new hardware.
