Ignore steps 3, that is not a toggleable setting anymore it was change a long time ago and it always transparent now and it only applies to the Game rocket League don't know if you play that

HI my name is Tamir, Im a gamer, and Microsoft user like you, i understand your FPS dropped randomly on all your games. I see that you try some steps to fix it but it didn't work. May I know does the fps drop happen at certain of day, does your GPU feel like its over heating. The 100% is normal if you play a ton games that use HIgh GPU usage like COD, GTA, Etc. I have a gtx 1660 and it goes to 100% sometimes when i play certain high resolution games. Also try these steps to see if any of these fix your issue.

1.plug monitor into gpu (only if not already)

    1. Borderless windowed
    2. All settings low, invisible goal posts
    3. V sync off
    4. Update graphics card driver
    5. Check ram sticks are in max speed mode (motherboard gui)
    6. Check settings on processor are optimized
