Basic Windows apps like Settings, Microsoft Store, Xbox, Sticky Notes, Etc not opening

I have a Windows 10 and I've been trying for the past four hours to fix this issue but anytime I try to open basic apps like settings, it just won't open. Microsoft Edge still works, but that's about it. The screenshot snipping tool doesn't even work...

I can't open my settings and when I try to, it says "File System error (-2147219196)", so I'm not able to try to fix it with anything that includes settings. I've tried reinstalling my microsoft apps using the command prompt but it keeps telling me that my windows firewall is turned off, and anytime I try to turn it back on, it tell me that "Defender Firewall can't change some of your settings, error code 0x800706d9"

I also tried creating a new user to see if this problem was just with my user account. When I did, it was just a black screen telling me I needed to install microsoft store (I couldn't) and I still couldn't open settings. I could use the windows key fine and I could go back to my regular account.

When I tried doing a system scan using the command prompt, it says that everything looks fine, and there are no corrupted files. I also tried to reinstall the windows apps using powershell, and it continues to say that firewall is turned off, it can't reinstall apps.

Is anyone able to help me out with this? It would be much appreciated.

    When was the last time it worked properly? Have you made any changes to your computer recently?
