I have a computer in which the user account password has been forgotten. I can not access safe mode, can't seem to get a administrator account to appear, I am totally locked out of the computer. How do I get into my computer. I can not attach photos of the screens as your uploader will not upload them.

Is your Windows sign in using your Microsoft account? If so, you can go on a different device, such as your phone, and go to https://account.live.com to reset your password.
If you are using local user to sign in, you will need to answer the security questions if they have ever been set up, or use a password recovery USB if you have made one prior to this.
Otherwise, there's no other way around this. You will need to clean install Windows in that case.
