cannot access integrated camera

I am no longer able to access my integrated camera in Zoom. I have checked that the driver is up to date and made sure that the privacy settings allow desktop apps (including Zoom) to use the camera. When I look at the camera settings, it shows no preview, and includes the message that "another app is using the integrated camera." It doesn't say which app, and I have gone so far as to turn off access to the camera to all apps, reboot the machine, and still get the same message. (There is no error code, just the message that another app is using my camera.)
