How do I stop a specific breaking update?

'Feature Update for Windows 11 23h2 via Enablement Package' breaks my Windows install. The taskbar buttons don't respond and if I use the Windows key to open the search, I can't type into the search bar (nothing appears). I've tried everything suggested for this problem before realising that the only thing that works is uninstalling that update. Then I can immediately use the taskbar/search again.

How do I stop it from downloading forever? I currently have all updates paused and will continue to do that because tbh I don't have time to troubleshoot a broken OS without a taskbar or searchbar. Thanks

    You can use Show or hide updates troubleshooter from Microsoft to skip specific update causing trouble:
