Please check these things:
1). Check if your Windows OS has updated to the latest version(CMD > type winver
to see the Windows OS version and click Check for updates
to update Windows OS from Settings > Update & Security > Windows Update), and make sure that all pending and recommended Windows Updates are completed(from Settings > Update & Security > Windows Update > View update history).
2). If you have used a proxy, agent, VM or firewall, please refer to this document: Install and use VS and Azure Services behind a firewall or proxy server, and add the related Microsoft domains into the allow list. If your machine is included in a policy group or under a rule, please communicate with your administrator.
3). If above methods don’t work, please download and run this collect.exe tool, go to %temp% folder and find the vslog.zip file, upload it to https://onedrive.live.com/ and share the link here. (note to select Visible to the original poster & Microsoft
option if you collect the log file and want to post the link as/in a comment)
