Microsoft store doesn't work and other problems with Win11

So it all started yesterday, when I noticed that microsoft store wasn't opening. When I tried to install an app it said "There was an issue on our end". After this I noticed that every exe file I try to open freezes the file explorer and after a few minutes of waiting SmartScreen shows up an says "Smartscreen wasn't able to identify this application" or something like that.

After that, I reinstalled windows from a USB stick and formatted both ssd's.

After the reinstall windows was more broken than before, now I wasn't even able to open the antivirus.

So I contacted microsoft and they went through a lot of fixes but none of them worked and they told me to contact my motherboard manufacturer.

Been using windows for the past 8 years, and i know for a fact this isn't related to my components.

Tried changing dns

Tried connecting to phone's hotspot

Tried sfc /scanner(and other tools for checking integrity)

Tried to repair/ reinstall microsoft store

Tried to reset cmos

But none of the above worked, I honestly don't know what else to do now.

I've seen people were facing this problem even 2 years ago.

Any ideas are much appreciated.

    Download defender_diag.bat.

    After downloading it, right-click on the file, click Properties, Unblock, and OK. Run the batch file as administrator.

    (The Batch file queries Defender-related settings/Policies and outputs the results to a log file named defender.log in your %temp% folder. Upload this log to your OneDrive and share the link here.)

    When I open it a completely white window pops up.

    I have formatted both ssd partitions from the usb on the previous installs, on this one, I performed a windows reset that wiped everything, and installed windows from the cloud.

    What happens when you open Windows Security? Did you use the 23H2 ISO/USB to clean install Windows?
