Can't Assign Admin

I've been trying to install things on my pc, but every time I try to and it asks the prompt "allow ____ to make changes to your device" the only option it hives me is to press no which doesn't help. I figured out the issue is that I need to have an administrator account, but to assign admin to an account it seems that I need an admin account to do it.

    Hi keane, I am a Microsoft user like you, trying to assist you in solving this problem together!

    According to your description, it seems that your current system does not have an administrator account. You can run the following command to confirm:

    1. Press the win key and R key simultaneously, enter cmd and press enter.
    2. In the command prompt window, enter: net localgroup Administrators and press enter to confirm that there is only one Administrator account under the members. Or multiple administrator accounts, but all are prohibited.

    If so, please perform the following steps:

    1. Click on Start Power in the system, hold down the Shift key, and then click Restart. After restarting the computer, select an option page and click on Troubleshooting Advanced Options Startup Settings Restart
    2. On the startup settings page, press the specified key to enter safe mode (usually 4).
    3. After entering safe mode, you can see the Administrator account name, click and log in.
    4. After logging in, press the Win+R keys to enter netplwiz and press enter.
    5. Go to the user control page, find your account under Local Users, and click on Properties.
    6. Switch to the group member page, select the administrator, apply and confirm, then return to the user account page and click confirm again.
    7. Restart the computer to see that the local account has been restored to administrator privileges under Start Settings Accounts.
