This is fixed in Photos app build 2024.11060.27001.0. It should hopefully be available in the coming week via the Microsoft Store.
How to maximize Photos app by default when right-clicking a JPEG file
In File Explorer on my Windows 10 system, when I double-click on a JPG file it opens in a maximized Photos window.
On my Win 11 laptop, it opens in a non-maximized window.
I can maximize it but that setting never sticks; is there a way to make maximized the default?

2024-06-29T02:30:01+00:00 Hi, Ronks,
I'm Ramesh, here to answer your query at the Microsoft Community.
It's a bug in the Photos app version 2024.11050.29009.0 and above.
In addition, the previous version had a flaw in that it did not save the window position. That aspect seems to be fixed in 2024.11060.20006.0.
However, the default window state issue remains unresolved.

Until this is fixed, you can install the Photos Legacy, which doesn't have this bug.
