The USB you are using may be corrupt, because your system should not boot loop when booting from a USB.
Driver_PnP_Watchdog error und Bootloop
My HP laptop stopped working a few days ago. Every time I switch it on it gets stuck in a bootloop and after a few minutes it shows a BOD with Driver PnP watchdog. Even when it goes into auto repair it stays in the bootloop. I have tried booting from a Win 11 stick (I also use win11) but even then I am stuck in a bootloop. I have installed Ubuntu and it runs and boots without any problems. I have also made all BIOS updates and still the Windows boot does not work. I don't know what to do anymore.

2024-06-25T08:53:03+00:00 It didn‘t change anything for me. I saw (from the light of the usb) at the beginning it was flashing, but After some seconds it went to idle. But it definitely bootet from the USB Stick because i tried to Boot Windows 10 (thought this might work because Ubuntu Works) and it showed the old Windows Circle but was also stuck in a Bootloop.

DaveM121 891.1K Reputation points Independent Advisor2024-06-25T08:42:31+00:00 To boot your PC form the USB, did you disable Secure Boot in BIOS and are you still seeing a boot loop, do you not see the usual install window to indicate your PC is actually booting from the USB?

Can you access the recovery environment using these steps?
Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down
Do this twice
On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.
