Why is VS2019 not showing connectable projects on an in-house AZDO server?

The latest version of Visual Studio 2019 (16.9.6) is not able to "connect to another project" of the currently selected AZDO server.
The Connect to Project dialog that is displayed shows the current on-site AZDO server node as being 'not expandable' despite my session already being connected to a number of projects on that server, and there being a large number of others that I am not connected to.

The only success we have had is to completely disconnect from the server, and connect again, which is not acceptable in the long term.

(This has been broken for a few releases now, but I've been hoping that at some point, Microsoft would notice this regression and fix it)
