    Hello, Bruce Carpenter1

    Welcome to the Microsoft community.

Thank you for your feedback. You can try testing in safe mode to see if the issue continues to appear.

On the Windows sign-in screen, press and hold the Shift key while you select Power > Restart .

After your PC restarts to the Choose an option screen, select Troubleshoot > Advanced options > Startup Settings > Restart. You may be asked to enter your BitLocker recovery key.

After your PC restarts, you'll see a list of options. Select 4 or F4 to start your PC in safe mode. Or if you'll need to use the internet, select 5 or F5 for Safe Mode with Networking.

If it continues to appear in Safe Mode, there is a high probability that there is a problem with your hardware. In order to rule out the system, it is recommended that you do a fresh install of windows.

If the problem continues to exist. If you have a desktop computer, it is recommended that you test the issue by replacing the display with a different one, if you have a laptop computer, it is recommended that you contact a professional computer repairer or your computer manufacturer's after-sales service for assistance.

Before doing this, please back up your important data.
