I have the same problem. I use official microsoft software, but, even after i have done exactly as described in manual, i can't find custom keyboard
EDIT: I just needed to reboot Computer. Hope this helps other.

Just got new computer with Windows 11
I installed a custom keyboard layout that is modified Dvorak keyboard.
However I cannot choose it.
Language bar doesn't allow me to select it nor is there a way to change to it in the settings.
I'm considering going back to Windows 10 since this one doesn't allow me to use my preferred keyboard layout.

As for your issue, can you confirm that you are using the official Microsoft Keyboard Layout Creator (MSKLC)? Where is the custom layout file (.klc) located on your computer?
