AZURE SCIM failing - brownfield scenarios failing to update user
what's happening here is that Azure is still "anchored" to this account (U0K609FL2) which currently has this email: username123 _donotuse@keyman .com and username is username123_donotuse
Every update is failing because the desired username username123 is occupied by the actual account (U01BPMR9FK7).
In order to re-anchor this correctly you will need to use the Azure Graph API to re-start the provisioning cycle/synchronization.

i am matching on UPN and Username.
cant have any outages.
