Multiple programs won't connect to internet despite internet working fine with everything else

I was forced to upgrade to windows 11 due to a software issue, and now I find myself unable to use multiple programs due to the programs not being able to connect to the internet. It also seems as if windows 11 can't detect my internet connection, as I can't do any windows updates, and on the home page of settings it reads "Not Connected Offline".

I've tried ethernet and wi-fi, nothing changes.

Would it be better to do a clean install of Windows 11?
