When I am trying to develop outlook actionable messages and trying to open below link to register my smtp it is not opening and the below error is coming....Please help.

I've come across the same issue. I am in a support session about it now. I'll try to remember to update this thread when resolved.

No solution given, BUT the page is working now and the connector that I had previously set up is now visible and available. I haven't tried adding a new one yet.
Did support team fixed something from backend with your tenant or subscription, I'm the Global Admin of my tenant, still not able to access this url.
