Windows 8.1 Lagging

My computer ( Windows 8.1 , Activated ) starts lagging after last December. It takes around 30 seconds to bootup ( acceptable for me), but after logging in, entered the Desktop it start to lag. Running chrome takes 2 minute , and gives you a white screen. Open a file takes around 1 minute , and even any apps takes around 2~3 minutes. Even right click on any dashboard ( Taskbar , Desktp ) and fast typing may make my computer hangs

CPU : intel Core i5 5250U 1.6 G , maxboost 2.7 ) 2 Cores 4 LPs

GPU : Intel integrated, NVIDIA GEFORCE 920M

RAM : 8GB , 2 Slots ( Total Speed 1600MHz)
ROM : 700+GB

Model : intel inspiron laptop 5558 https://www.dell.com/support/home/en-my/drivers/supportedos/inspiron-15-5558-laptop?ref=oscompatibilitymsg

Dell says that this model supports Win10. I am interested to upgrade to windows 10 due to limitations of apps. Do installing windows 10 fixes this?

Free upgrade to 10 is finished.

And Microsoft no longer sells 10.

I upgraded to Windows 10 last week. It took me 5 hours and it ran faster than i thought ( yeah, that's successful ) .
