Receiving a blocked message

I’m am being told that my computer has been blocked. Windows Defender Security Center with the following number for Windows support. Last for digits of the number provided 8435. What steps should be taken? IP was used without my knowledge.

    It sounds like you're seeing a web browser popup screen stating your computer has been blocked that also provides a phone number, as well as that 'IP was used without your knowledge.

    If that's the correct interpretation of your question, then these are all signs of a fake malicious browser popup created by a scammer wanting you to call the false non-Microsoft phone number and either pay them or provide your personal info to them in order to scam you.

    In order to close the fake page, if simply pressing the Alt-F4 buttons a few times won't do it, then open the Task Manager app by either right-clicking the taskbar and selecting or pressing one set of the following keys together: Ctrl-Shift-Esc, Ctrl-Alt-Del and selecting Task Manager.

    Once Task Manager screen is open on the Processes tab, right-click or highlight your web browser's name in the list and select End task from within the list or via the button in the lower right-had corner of that window.

    If none of those work, you can try shutting down your device by pressing the power button for several seconds, then when you restart the machine and eventually the web browser, do not select the option to restore the previous pages, since this will simply restart the fake scammer screen again.

    Based on your feedback, you encountered information that your computer has been blocked by Windows Defender Security Center.

    For this issue, you can try the following methods:

    Press win+X > Command Prompt (Admin) and copy-paste the following content:

    reg add "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender" /v "DisableAntiSpyware" /d 1 /t REG_DWORD /f 
    
    reg add "HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows Defender" /v "DisableAntiSpyware" /d 0 /t REG_DWORD
    

    Try repairing the system:

    1. Search for CMD, find Command Prompt, and select Run as administrator.
    2. Enter the following commands one by one, make sure to execute the next command only after the previous one is completed: DISM /Online /Cleanup-Image /ScanHealth DISM /Online /Cleanup-Image /CheckHealth DISM /Online /Cleanup-Image /RestoreHealth SFC /Scannow
    3. After the scan is complete, you can check the scan information to see if any issues were detected and fixed.
