Open File Explorer
Open Task Manager
Select the Processes tab on Task Manager
Right click 'Windows Explorer' in the list of processes and select Restart
Does File Explorer then generate the UI correctly?

This just started: I open Windows File Explorer and can see the files and on the left I can see the recent files and quick access but..... above the files the navigation bar and the tab row is just a grey area - how can I fix this?

Also - just realized I can open files in the window but cannot bring up actions with a right mouse click such as copy, etc. I can copy using Ctrl C - but can't rename or any other action
