Windows hello Security key configuration issue

Hello I am facing an issue while configuring the security key with Windows Hello on multiple machines. When we go to Windows hello-- Account sign in option-->Security Key--> manage. It keeps spinning. Also, I observed while trying to set PIN(Windows Hello) after entering pin it disappears and no pin is set.

    Hello, I'm sorry to reply to you now, I did notice that you belong to a company network, so this should be under the control of your company's administrator to set up, you can contact your company's IT to change it.

    1. What is the system version of your computers. What is the system version of these computers? Is it Home Edition or Enterprise Edition? : Windows 11 pro version 23H2
    2. Whether your computers are in the domain network of your company or organization.: workgroup users
    3. Is the account your computer is logged into a local account or a local administrator account, and is it bound to a Microsoft account?: Tried to do it by both local user as well as admin user
