So far as I'm aware you cannot use a Windows 7 upgraded to Windows 10 licence to activate Windows 11. You can only use an original Windows 10 licence for the free upgrade.
Cannot activate windows 11 license
Hi. I had an old computer that had a genuine Windows 10(upgraded from Windows 7) and I bought a new computer and installed Windows 11. I managed to transfer the license successfully. Then I got a problem with my processor. So I had to replace it. Then I did a clean Windows 11 installation. But this time I couldn't activate Windows by clicking on the link "I changed hardware on this device recently". There were two devices (the old and the new PC). Clicking on the new one didn't work.
Then I reset the PC and deleted the devices(in Microsoft account using Chrome). Then I did another clean Windows 11 installation. Now I can't see any devices when I try to activate the windows by clicking on the link "I changed hardware on this device recently". It shows this
I can see my current device on Microsoft account (in chrome), but not in the above activation window. What should I do? Any help would be greatly appreciated. Thanks

Thing is it's difficult to follow what is happening here. So the original windows 7 was it an OEM key or retail?
