I have tried installing Norton and McAfee on my Dell windows 11, both have said it's not a microsoft verified app. Options are to get the app from the microsoft store or change app recommendations, neither have worked though. Suggestions?

It sounds like windows is in S Mode. Did you buy the Dell with Windows 11 S Mode.

If it is S Mode then you can only download apps from the Store. (it's an extra safety feature)

If you want to download from the internet then you need to switch out of S Mode.
