MSI Installation Error 1603 - Azure Site Recovery - Unified Agent - 9.34.0.0 - Server 2008R2

Question

When trying to install The Azure Site Recovery Unified Agent on Server 2008R2 SP1. I'm constantly getting Error 1603. There is nothing available in the installation logs that points to the error.

The same file works on our 2012 and 2016 servers.
