Maybe you can try resetting Windows (with the Keep files option).

Choose the "Cloud download" option.
Note: A Reset (with the Keep files option) shouldn't delete your files. Howver, it's a good idea to backup your files to an external drive beforehand.

What if you completely uninstall Chrome and reinstall it?
Try repairing your Windows 10 installation using the Media Creation Tool. The instructions are here → How to perform an In-place Upgrade with Windows 10 Step-by-Step Guide - Microsoft Community.
If you can't download the Media Creation Tool, download it from another computer.
