So I've been trying to fix this and found someone else had the same issue but never gotten back to the final fix/response.
My specs
-Intel 14900kf (Pattern I saw is that others who experienced the same thing had an Intel CPU)
-Nvidia RTX 4070ti
-64gb DDR5 RAM
-2x 2TB m.2 ssd
Errors I've gotten
-KMODE EXCEPTION NOT HANDLED
-DRIVER IQRL NOT LESS OR EQUAL
-CRITICAL PROCESS DIED
-SYSTEM THREAD EXCEPTION NOT HANDLED <- This code is the one occurring the most.
-SYSTEM SERVICE EXCEPTION (What failed: FLTMGR.SYS)
-RESOURCE NOT OWNED
More error stop codes may be given as I try to fix while waiting for a response on this thread
Fixes that I've tried
-Use USB boot drive (media creation tool)
-Check/Clean hardware
-Restore default in BIOS
-memtest86 (took 9 hours to find it out it was fine)
I can't access cmd prompt unless I get lucky and it somehow processes through the media creation tool. Currently seeing if its the RAID storage I had messing things up.
Update: Booted the USB but everything is in WingDings??? Then it went loop again.

We understand that you are experiencing multiple blue screen error loops, have you done anything prior to this? For example, updating the system or drivers, etc. What exactly do you mean by "USB Media Creation Tool won't work"?
First of all, it is recommended that you unplug all peripherals, leaving only the keyboard, mouse and monitor, and then try to enter Safe Mode:
If you can enter the safe mode, it means that the problem is caused by the driver, we suggest you uninstall the driver one by one, and then go to the official website of your hardware device manufacturer to download the relevant version of the driver.
If you can't get into safe mode, we suggest you try to reinstall the system. If you are using USB installation media, you need to go into the motherboard Bios and select the USB device as your preferred startup item to install.
Also, I'm not sure which program you are referring to when you say "WingDings"? It would be great if you could provide more detailed information, it would help us understand your situation better.
