Bootloop BSOD Multiple Errors | USB Media Creation Tool won't work

So I've been trying to fix this and found someone else had the same issue but never gotten back to the final fix/response.

My specs

-Intel 14900kf (Pattern I saw is that others who experienced the same thing had an Intel CPU)

-Nvidia RTX 4070ti

-64gb DDR5 RAM

-2x 2TB m.2 ssd

Errors I've gotten

-KMODE EXCEPTION NOT HANDLED

-DRIVER IQRL NOT LESS OR EQUAL

-CRITICAL PROCESS DIED

-SYSTEM THREAD EXCEPTION NOT HANDLED <- This code is the one occurring the most.

-SYSTEM SERVICE EXCEPTION (What failed: FLTMGR.SYS)

-RESOURCE NOT OWNED

More error stop codes may be given as I try to fix while waiting for a response on this thread

Fixes that I've tried

-Use USB boot drive (media creation tool)

-Check/Clean hardware

-Restore default in BIOS

-memtest86 (took 9 hours to find it out it was fine)

I can't access cmd prompt unless I get lucky and it somehow processes through the media creation tool. Currently seeing if its the RAID storage I had messing things up.

Update: Booted the USB but everything is in WingDings??? Then it went loop again.

    Please remove all RAM modules then reseat one module.

    Then boot and report findings.

    If there are more RAM modules then boot test each module in the same DIMM.

    Indicate whether the RAM are or are not on the Qualified Vendor List (QVL).

    We understand that you are experiencing multiple blue screen error loops, have you done anything prior to this? For example, updating the system or drivers, etc. What exactly do you mean by "USB Media Creation Tool won't work"?

    First of all, it is recommended that you unplug all peripherals, leaving only the keyboard, mouse and monitor, and then try to enter Safe Mode:

    • After turning on your computer, when the Windows logo appears, press the Power button to force the computer to shut down. Repeat this three times until you see the words "Preparing for Auto Repair".
    • Select Advanced Options, and then Troubleshooting > Advanced Options > Startup Settings > Restart.
    • In the Boot Settings screen, press the appropriate number key on your keyboard (usually F4 or F5) to select either Normal Safe Mode or Safe Mode with Networking.

    If you can enter the safe mode, it means that the problem is caused by the driver, we suggest you uninstall the driver one by one, and then go to the official website of your hardware device manufacturer to download the relevant version of the driver.

    If you can't get into safe mode, we suggest you try to reinstall the system. If you are using USB installation media, you need to go into the motherboard Bios and select the USB device as your preferred startup item to install.

    Also, I'm not sure which program you are referring to when you say "WingDings"? It would be great if you could provide more detailed information, it would help us understand your situation better.
