Runtime error (at 110:69) The process cannot access the file because it is being used by another process

I am running demo Windows 11 on Mac Parallels just for this one game I play usually on my home desktop. I got it running smoothly since 2022 until a few days ago I went in to update the game with it's installer.exe and I got this error "Runtime error (at 110:69) The process cannot access the file because it is being used by another process".

I have tried every single fix I found from youtube.

1.Going into CMD and type net stop http etc.
2.Doing the ListOnlyList thing in registry edit or something like that.

3.There was one more but I forgot what it was.

I also tried

1.Reinstalling Win11

2.Installing Win10

Nothing has worked. Only thing I havent tried is reinstalling Parallels.

Note. All this happened after I tried updating Win11 (I never updated since 2022, I totally regret) but the weird thing is, even after I uninstalled the update, the problem still existed.

I also tried an earlier version of the said game's installer file. I still get the same result.

It just feels like windows just suddenly "quit" and does not want to open the file.

Just today, trying to fix the problem, I found out that when I open the file, in the task manager I get two instances of the installer running. But when I run it in administrator mode, it seems to be only one.

I am really out of idea.

And no, I am not a computer person who knows how to code and stuff. I saw some posts online that goes really deep into coding and that is impossible for an end user like me to understand.

    Oh I forgot to say, I have no idea what other process is using my exe file.
