Why does Microsoft REQUIRE internet connectivity during the setup even if someone buys a computer without ever intending to connect to an external network?

Who owns the computer? The person that paid for it or Microsoft?

    Technically you have a licence to use Windows 11. Microsoft owns Windows 11.

    If you don't want to use an online account How to Install Windows 11 Without a Microsoft Account | Tom's Hardware (tomshardware.com) (ignore the adverts)

    If you don't use an online account or don't intend to connect to the internet you will miss out on updates and fixes.
