SQL Server 2019 performance never go back to that of SQL Server 2016 (PERFORMANCE DROP 10 %)

I have two VM with same configuration , CPU/DISK/MEMORY and one Install SQL 2019 while another one install SQL2016
Using HAMMERDB to do the stress test , the tpm is 100K at SQL2016 while only 9xk at SQL 2019 ( no matter I change back to old CE, turn off all the database scope features, change to old compatibility mode....)
seems SQL 2019 just run SLOWER !!!

    Hi,

    What the size of tpm represents, and how these tests can conclude that SQL Server 2019 performance is lower than 2016 is unknown for me. The HAMMERDB is not Microsoft's software and cannot be commented on.
