Hello, welcome to the Microsoft Community.
Thank you for your feedback. Based on your description, it seems like you are having an issue with not being able to move desktop icons.
Before this problem occurred, did you perform any specific actions? Such as updating the system/drivers/installing software?
Since the exact reason is unclear, we suggest you follow these steps to perform a clean boot to eliminate any third-party software interference.
Here's how:
- Press Windows+R, type in msconfig.
- Open System Configuration, select the General tab - Selective startup.
- Uncheck the box for Load startup items.
- Go to the Services tab - click on Hide all Microsoft services at the bottom left, then click on Disable all.
- Click OK, and restart your computer. (Make sure to select Hide all Microsoft services first, then Disable all, to avoid unforeseen issues like being unable to access the system.)
- Check if the issue still persists.
Note: A clean boot starts Windows with a minimal set of drivers and startup programs, allowing you to determine if background programs are interfering with your games or applications and help you identify the cause of the problem. It will help you get back on track. For more information on this feature in Windows, please refer to this link on how to perform a clean boot.
I hope the above information can assist you. If you need further assistance, please let us know the issues you encounter during your operation, and we will provide more advice.
